Government loan programs can bridge financing gaps and boost manufacturing

Government loan and loan guarantee programs can bridge early innovation (VC/grant) funding and private debt financing for full-scale commercial production. Because they fund projects that serve the public interest, government loan and loan guarantee programs may offer lower interest rates than the private sector and may enable private financing that wouldn’t otherwise have taken place. 

For policymakers, government loan and guarantee programs offer an opportunity to incentivize domestic manufacturing. Loan programs may also support certain policy goals such as rural development, national security, technology innovation, or economic competitiveness.
